Manuel is 43 years old and lives in Lisbon. Suffering from a mental health condition, Manuel had to deal with a lot of problems and ended up homeless. For more than 12 years he lived on the street, isolated from everything and everyone. In Portugal, the ‘at risk of poverty’ income threshold is EUR 407 per month. Currently, 19 % of the country’s population is at risk of poverty and social exclusion. Thanks to the Housing First Programme, which focuses on homeless people with mental health problems, Manuel received the support and assistance he needed and now has an apartment and has learnt how to manage his life.
